Please help - STILL no internet

The technician came to my house 1 week ago and said he did not have the right equipment to hook up my internet. T-mobile has started to charge me and sent me a bill! I have no internet. They told me that an anonymous number would call me within 5 days .... no call yet. Can you please help me use your service that I am getting bills for? I need my internet in my house please.
