I can't make call to foreign numbers

i can't make call to foreign numbers. The voice guide says it's not allowed.

I thought it'sbecause the barring, but I updated my contract 2 over monthes, so the barring should be removed.

And i will go to other EU countries next week. It will be a huge bother,  if I can't call or connect to the cellular network.

Can anybody help to fix this?
